Monitoring and Evaluation Officer (ARADA – 0001)

Job Summary

The Monitoring and Evaluation Officer is a core staff of Third Party Monitoring (TPM) Project to prepare professional and quality monitoring and evaluation reports. M&E Officer focuses on data quality, data analysis, data representation and data presentation in various forms and types taking into account the TPM Project requirements aligned with WFP humanitarian and Monitoring Standards.

Duties & Responsibilities

Under the direct supervision of the TPM Project Manager and close coordination with WFP TPM M&E Lead/ Manager and Provincial Team Leaders, the Monitoring and Evaluation Officer will undertake the following duties and responsibilities:

  • Prepare monthly M&E narrative and quarterly analytical reports;
  • Work closely with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in the process of monitoring;
  • Provide trainings to field monitors and program teams on project monitoring and reporting skills, tools, systems and mechanisms;
  • Prepare TPM project’s briefs, and presentations and provide requested feedback to WFP TPM Project Senior Management, donors and stakeholders;
  • Develop MIS for TPM Project in close coordination with ARADA’ head of ICT to be presented to ARADA Program Director to capture all project-related M&E data in a user-friendly and easy retrieval database system;
  • Focal Point to feed TPM project M&E-related data into MIS System on a regular and periodic basis;
  • Assist ARADA ICT Head in the provision of TPM Project data, pictures, videos and reports to be uploaded into ARADA website on regular and periodic basis;
  • Prepare various formats of TPM Project briefs, summaries and short reports upon ARADA’s Senior Management or WFP M&E Lead/ Manager’s request;
  • Ensure to have TPM Project visibility within provinces, clusters and main office of ARADA in close coordination with ICT Head and Operations Manager;
  • As required, review field monitoring reports submitted by the field monitors and assure M&E standards and quality;
  • Assist the TPM Project Manager in preparation of the project work plan, project risk plan and Project execution plan;
  • Provide quick M&E reports to show TPM Project’s current and planned status with required recommendations for possible project success;
  • Assume any other task assigned by the TPM Project Manager.

Job Requirements

  • Master in Economics, Statistics, Management, Sociology, Civil Engineering, Development/Humanitarian Studies;
  • At least Six years of progressively responsible experience in data management, project management, statistical analysis, report writing, M&E, MIS System Development and Management;
  • Familiarity of Project context, environment, and cultural sensitivity;
  • Strong knowledge of Core Humanitarian Standards and awareness of gender sensitivity and protection of vulnerable groups;
  • Strong analytical skills and ability to clearly synthesize and present findings;
  • Experience utilizing computer (MS Word, MS Excel, Typing, etc.) and smartphone including word processing and knowledge on remote data collection using Kobo, ODK, MODA, etc;
  • Ability to speak fluently in both Afghanistan formal languages Pashto and Dari;
  • Command on English Language with professional expertise in data analysis and report writing.
