Job Summary

The Team Leader is a core staff of WFP Third Party Monitoring (TPM) Project to perform due diligence on data quality, analysis and reporting to ensure all projects at field level are implemented with required WFP humanitarian and Monitoring Standards.

Duties & Responsibilities

Provincial Team Leader is responsible for overall operations of WFP’s TPM Services Project in the target province, district and community to implement the project’s required deliverables.

Under the direct supervision and overall direction of the WFP TPM Manager, the Team Leader will undertake the following duties and responsibilities:

  • Coordinate Field Monitoring Plan with WFP Field Office and provide regular support to field monitors on day-to-day operations in the field.
  • Supervise and manage project staff to ensure effective monitoring of WFP’s projects.
  • Supervise data collection at the field level and ensure that TPM field monitors are organized and resourced as needed, and that they deliver as per action plans and with required high- quality standards.
  • Timely and substantive review and finalization of TPM deliverables and reports (process monitoring checklists, PDM forms, verification/spot-checks, etc.) for submission to WFP, ensuring that they meet WFP quality standards in terms of accuracy, completeness, reliability, consistency, and timeliness.
  • Perform field visits (spot-check/surprise visits) to ensure the quality of data collected by TPM field monitors and to verify the accuracy of reported data.
  • Prepare and submit weekly and monthly reports to WFP Field Office.
  • Undertake any other activities related to WFP TPM interventions as and when requested.

Job Requirements

KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS, AND ABILITIES REQUIRED

Qualifications& Education requirements:

  • Graduate qualifications in Economics, Agriculture, Civil Engineering, Public Health, Social Sciences, Business Administration, Development/Humanitarian studies or relevant area.

Experience:

  • Minimum 4 years of work experience in Monitoring and Evaluation and leading team.
  • Good knowledge of the context, especially in terms of security, and culture and ability to travel all across the intervention areas of the relevant field office.
  • Demonstrated strong management, coordination, teamwork, and planning skills with proven ability to function effectively with multiple stakeholders.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.

Abilities:

  • Builds and maintains effective relationships, with his/her team, colleagues, members and external partners and supporters.
  • Ability to speak fluently in both Afghanistan formal languages Pashto as well as Dari.
  • Fluency in both oral and written English.
  • Ability to consolidate data and prepare clear and concise narrative reports in English.
  • Experience in usage of digital data collection platforms, i.e., MODA, KOBO, ONA etc.
  • Ability to multi-task, be flexible, and effectively lead a team in a high-pressure working environment;
  • Willingness to enhance knowledge through training and personal initiative.
  • Willingness and ability to travel in rural areas of Afghanistan.

 

Reporting Relationships: Reports to the Project Manager, DPM and is accountable to Senior Management

Note: This list of duties and responsibilities is not exhaustive. These activities require full time staff presence on the ground and frequent travel to projects sites. The TPM may be required to perform duties at multiple sites throughout the province or region based on the needs of WFP.WFP will provide the necessary training to TPM staff on WFP rules, regulations, project
