Security Officer (AR-KBL-007-23) Kabul with travel to Provinces

Job Summary

The Security Officer is a core staff of Third Party Monitoring (TPM) Project of WFP to ensure ARADA’s staff, resources, assets and premises safety and security at field, provincial offices, and cluster level. Security Officer will enable environment equipped with UN security standards so that all core and project staff are able to contribute effectively and efficiently to the outcome and result of WFP TPM Project.

Duties & Responsibilities

Under the direct supervision of Operations Manager and close coordination of TPM Project Manager, The Security Officer will undertake the following duties and responsibilities:

  • Conduct Security need assessment of ARADA project office in provincial offices and headquarter to prepare security plans along with contingency plan for each and every office;
  • Ensure that ARADA HQ and field level offices are equipped with smoke detectors, fire extinguishers, first aid kit, and other security measures;
  • Monitor and authorize people and vehicles entry into TMP project offices prior to entry;
  • Check surveillance cameras periodically to identify disruption to minimize risk and hazard level;
  • Supervise office guards in HQ and provincial offices to ensure they adhere to all security measures;
  • Train HQ and provincial offices’ guards on latest security management measures;
  • Prepare daily, weekly, monthly, quarterly and annual security reports to TPM Project senior management;
  • Establish internal communication within office to manage TPM project visitors, stakeholders and beneficiaries;
  • Provide security related orientation trainings to TPM project staff upon recruitment aligned with UN security measures;
  • Conduct refreshing security trainings to field staff about staff travel precautions, vehicle driving and parking at safe and secure areas;
  • Train TPM project staff at ARADA about fire assembly points and necessary precautionary measures along with required security process and procedures;
  • Provide advice to ARADA Senior Management and project staff on security risk management at different stages of project implementation in the field and provinces;
  • Conduct incident investigation as and when happen and report immediately to Operations manager and TPM Project Manager;
  • Be well prepared to travel to TPM Project Provincial Offices whenever required;
  • Assume any other tasks assigned by Operations Manager.

Job Requirements

  • Bachelor in Security Field;
  • Formal multi-year education in security management;
  • At least five years of progressively responsible experience in security management with UN/ other national or International NGOs;
  • Be familiar with security related equipment;
  • Must have good knowledge and practical experience of using CCTV cameras along with required technologies and software.
  • Familiarity of Project context, environment, communities and cultural sensitivity;
  • Strong knowledge of Core Humanitarian Standards and awareness of gender and protection of vulnerable groups;
  • Strong analytical skills and ability to clearly synthesize and present findings;
  • Experience utilizing computer software (MS Word, MS Excel, Typing, etc.) and smart phone;
  • Ability to speak fluently in English, Pashto and Dari;
  • Should have a valid driving license.
